I can't stop windows from starting up as proxy!

Everytime I boot up - I need to use Internet Explorer first to help me get on the net. Then I have to wait until I can use Tools - Internet Options - connections - Lan settings - and then delete either a tick at use proxy server or a tick at Automatically detect settings. I have even gone to proxy advanced and deleted the details shown there. Then and only then can I use my  browser of choice (Chrome) to access the net. Next time I reboot or boot up I have to do the same again.

I AM FED UP AND WORRIED ABOUT SOMEONE ELSE MANIPULATING MY COMPUTER. Please stop me from going mad. :)  :bananas:

Reset Internet Explorer.
Go here: http://support.microsoft.com/kb/923737 and run "FixIt" procedure.
Make sure you follow ALL steps listed there.
