Windows Firewall Not Working/Every download a virus?

Alright so I've got a pretty major issue on my hands. Today my malware bytes trial ran out so I went to go download my paid for Norton Virus protection program. Well, it said it contained a virus. Of course, I found this fishy. After trying to install other things, I realized every file I tried to download on to my computer said it contained a virus. I know my settings aren't what is preventing this because I have no virus protection program on my computer at the moment. (Minus CCleaner and an expired Malware Bytes). On top of that, I went to look up my firewall settings and my firewall isn't even turned on. It is also not even located in the Services on my computer. When I try to restore my firewall settings, I get an error message saying, "Windows Firewall can't change some of your settings. Error Code: 0x80070424"

 

Could a virus be infecting my downloads and claiming that even safe downloads have viruses?

Is this virus also affecting my firewall?

 

I appreciate any and all help I can get.

Hi,

 

This firewall issue is commonly found on vista and windows 7 (64 BIT OS) This is symptom for rootkit on 64 bit systems
 

if you find a folder called system64

C:/WINDOWS/SYSTEM64(not the sysWOW64)

 

and a file called consrv.dll

C:/WINDOWS/SYSTEM32/CONSRV.DLL

 

You're infected by zero access rootkit

I do not have those files on my computer, I checked. Any other suggestions?

This is most likely a malware infection. I would start a topic in Virus, Trojan, Spyware, and Malware Removal Logs
