are we talking about a phone modem in the computer or a DSL modem supplied by your Internet Service Provider ?
look in device manager to see if there are red or yellow flags beside either your phone modem or your network cards. right click each and select properties. Under the General tab it will give you the device status.

you did not specify what kind of modem as the previous poster said. a little more info is needed. do you have the driver disk for the modem.
