Taskbar and desktop refresh every minute or so

I get an error when I try to use a previous restore point, so that won't work. Everything on my Windows 8 taskbar and my desktop refreshes every minute or so. I've tried running numerous malware removal programs, but I'm not really sure what is causing it in the first place. I typically run AVG which catches most "bad" things, but not this one. Any help would be greatly appreciated.

Hi

 

Before anything you do, backup all the data for safety. Some malwares may infect system files and once removed OS may not boot at all.

 

I suggest you to run Malwarebytes and ESET online scanner.

Uninstall AVG before running those. You can install it later but i suggest Avast free version instead.

I ran both of those. AVG is currently inactive while I try to solve this issue.
