Fed Virus help with operational disk clean out

The Fed virus got into my computer. I tried everything on the internet. Will not go to Safe Mode, will not boot from usb will not boot from cd with operational disk installed. I want to erase and start from new. Is there a way to format the hard drive so I can boot and reinstall factory cd or do I have to purchase a new Hard Drive  ?

To restore the e machines you must turn it off, hold down alt and turn it back on and hit f10 8 times

The problem is it will not go into safe and it will not boot off of cd the virus is blocking every move that is why I was wondering if I could format the hard drive and reinstall
