how to disable usb storage device(e.g cell phone), but allow usb mouse?

I have tried

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Service\USBSTOR  set the start to 4


deny the permission of C:\Windows\inf\usbstor.inf  and usbstor.PNF  to normal user and SYSTEM


after that, flash memory cannot be detected, but my cell phone and i pad can also be detected.


Please help me.
