Browser Hijack; Windows Security Center won't start; Restore points deleted

Hi, symptoms I've experienced:

 

Win7

 

1. red X on the flag in sys tray says "Windows Security Center service can't be started"

2. all system restore points have been deleted and system protection has been disabled

3. IE browser hijack from google and yahoo search results; redirects to websites such as newgiftdepot.com, hark.com, consumers-research.com, 95.211.194.83

4. Microsoft Security Essentials will not load

 

Kaspersky scan results found Trojan-Dropper.Win32.Agent.fodw in two separate DLL files. It claims to have deleted them, however, the problem persists.

 

I've run scans with MBAM, Spybot, Microsoft Security Essentials (in safe mode) and none of these full system scans have any results.

 

Thanks in advance for your time and assistance on this issue! Let me know what additional info you need to process.
