Unable to Download

Hi, I have an older Toshiba Protege laptop running Windows 7. I've recently found that I'm unable to download anything, including Java updates, etc. Nothing happens at all. I'm also unable to run a System Restore. I'm  not very computer savvy, so any suggestions need to be step by step. If more info is needed, please let me know.


Any help is appreciated, thank you.

Good morning :).


What is the exact wording of the error message...when you attempt System Restore function...and when you try to download?


Other system anomalies noted?
