Windows 7 Hangs on Bios screen

I'm having a problem with my PC. Upon restart it hangs up on the :"To enter bios press del" screen.  I've tried restarting in safe mode. No go. The keyboard seems to be powered  i.e. num lock key is lit but no connectiion so I can't enter the bios if I want to. If I insert a Window 7 install  Disc  and reboot it the disc spins up  for a minute or two and then windows starts. I am using a legit install so no problems there if I need to re install though I'm not sure if it will as the install disc stops after windows starts. Any suggestions? TIA
