Help With Exchange Server

I Work For A Government Building, And Our Building Uses Microsoft Exchange Server 2003. I Was Wondering, If The Exchange Server Logs All Emails That It Sends And Receives, Or Does The Server Just Send / Receive Message And Have No Record Of The Email?
