Department of Justice Ransom message

We have a windows XP Home Edition PC that pops up the Department of Justice Ransom message after Windows has logged in and will not allow us to proceed any further.  We have tried Safe Mode (all different options), but the computer will reboot halfway through loading.  We alson have no CD Rom Booting capabilities, but can boot from a USB if needed.  Thank you in advance for your help.

Go down to the section titled "Automated Removal Instructions"

Do only bullet points 1 thru 13.
When that is completed, restart Windows in normal mode and then report back with the results.

If you have questions please stop & ask.
