Copyright virus shuts down Vista 3 seconds after appearance of desktop

A threat screen appeared on my computer informing me that I was being "blocked" due to illegal downloading of material.  This occurred during porn surfing, mea  culpa.  The threat appeared in full screen mode, so I went to task manager to close the window.  Vista then shut down.
 
I tried to restart in Safe Mode.  The desktop appears but the program shuts down three seconds later.  The same thing happens when I start Windows normally.  The minute I try to click on AVG or Malbytes, it shuts down.
 
I also tried on the Safe Mode screen to deactivate the shut down.  Nothing happened.  Lamentably, I don't have the Vista disk since I bought the computer used.
 
Where do I go from here?

The message I get is Helppane is shutting it down, but maybe that is the result of the virus shutting it down.
