FBI MoneyPak Virus - Can't Safe Mode

Hi, I am removing malware from my friends laptops and desktop, and this stubborn Ransomware is refusing to allow me to do anything, even in safe mode! When logged in normally there is the FBI warning image and a popup telling me to connect to the internet (I'm not that dumb so I am writing this from my personal computer). When logged in ANY safe mode (Safe mode, Safe mode w/ command, ect.) I am presented with the same image and a popup telling me to exit safe mode and connect to the internet. Until I can get past this obsticale, I can't run dds or any program. The OS is Windows Vista Home Premium 32-bit. Help please!


EDIT: Nevermind, after a quick chat, my friend has decided do a full system restore. Sorry!
