cannot access links from desktop

Whenever I try to access a link or service from the desktop there is always a notice "This operation has been cancelled due to restrictions in effect on this computer. Please contact your System Administrator" and Windows security tells me my Norton Security is not working. How do I change permission for links etc and how can I be sure my Security is working?

thanks for advice but unable to access gpedit.msc and unable to reset permissions. Group Policy has been hijacked. Norton 360 says it is on. Windows Security Center says that Norton is turned off and it cannot be turned on from the MSC.control. When answering please write the address in the text as I cannot access links and need to write hard copy in search engine.

Is this problem related to outlook? Were there any changes/ virus infections before this occurance?

There was nothing particular except for my desire to have a working computer I can be a lil bit of a pushover, I buy and run security scans, Registry cleaners, I try to have effective Security Software except when this turns itself of. My System restore has stopped working again. I have no access to admin tools. gpedit.msc doesn't even appear when I type it in the Start/Search. I have effectively no control and unable to link to support sites. I thought I was talking to microsoft the other day and gave control through Logmein. Turned out to be a shakedown for $209.00. Fortunately I don't have that much money.

Please start a new thread or copy paste your first post#1 in the Virus and Malware Removal. Good Luck.

 

Please follow the instructions in ==>This Guide<== starting at Step 6. If you cannot complete a step, skip it and continue.

Once the proper logs are created, then make a NEW TOPIC and post it ==>HERE<== Please include a description of your computer issues, what you have done to resolve them, and a link to this topic.

If you can produce at least some of the logs, then please create the new topic and explain what happens when you try to create the log(s) that you couldn't get. If you cannot produce any of the logs, then still post the topic and explain that you followed the Prep. Guide, were unable to create the logs, and describe what happens when you try to create the logs.

It would be helpful if you post a note here once you have completed the steps in the guide and have started your topic in malware removal. Good luck and be patient.
