Windows 7 restarts on startup

So when i start my computer and the desktop loads, a dialog box opens saying 

Windows has encountered a critical problem and will restart automatically in one minute. Please save your work now

Then after one minute the computer abruptly shuts down (not normal shutdown-- one second i am viewing desktop, the another i see boot menu) and then the computer restarts again and sometimes i again get the message and the process repeats itself or if i dont the computer works fine for that session(though one or two times i got the message after the start up after some while of using the computer)

.Sometimes the loop just continues and i got frustrated and ran windows in safe mode and it worked fine......though when i run windows in safe mode +networking i again get the message....I find it worth to mention that when i ran a boot time scan through avast it detects a lot of corrupted cab files and it cant repair them....other than that i have run many scanners(malware,spyware,etc) and they find nothing....
Also sometimes when i open some program like picasa i get a message that picasa is corrupt but it still woks fine(it happens with some other programs too)...If someone can help me, please i am tired of this problem...
