I have a USB 500Gb external HDD formated to ntsc? and I want to transfer the backup files on it to my second internal 1Tb HDD and reformat the USB external HDD back to FAT32,the question is how can I do this,is it possible?

You can manually copy/paste or drag and drop the files from external to internal drive. Formatting it back to FAT32 http://www.online-tech-tips.com/computer-tips/formatting-external-hard-drive-to-fat-32/
