startup files on desktop

All of a sudden I am getting "startup" files on my desktop when I back up Quicken or shut down and restart IE on my Windows 7 Asus computer. 


What is a start up file?  Why are they there?  Can I delete them?  How do I make them stop appearing?


I have been using MS since it was DOS but I am getting older and just can't keep up :)

Do you mean other startup programs or just the Quicken software backup like the one posted here? https://qlc.intuit.com/questions/148405-does-not-open-last-file-saved-on-quicken-startup
