Slow internet as user, fast in safe mode

Last September I bought a new desktop running Win7 64 bit and at the same time changed ISP to get cable fibre optic. Straightaway download speed was 60+mbps.  I checked frequently on Speedtest.net until ealy November.  Always 60+.  Then installed a Radeon Graphics card instead of the onboard Intel graphics.  I did not check on Speedtest after install.  Mistake.  In January it was obvious that connection speeds were really slow.  My old Dell laptop running Ubuntu Linux was still getting 60+ so I knew it wasn't the ISP's problem.  I disabled many start up processes to no avail.  Speed was anything between 1 and 3mbps.  Often the upload speed was better than the download.

 

Two weeks ago I finally got round to removing the graphics card.  Instant success,  60+ again.  Then I tried to get my Home Group working properly again, the desktop could see the Windows laptop and netbook but not vice versa.  So, re-enabled normal start up and Home Group working perfectly but back to square one.  Speed back down to between 1 and 3 mbps.  Rebooted in to Safe Mode and hey presto, back to 60+.

 

Has anyone had a similar problem and can suggest the direction I should be looking to find the culprit?

 

I have hesitated to post any log files until someone can suggest the best options.

Where...did you get the drivers for this "Radeon card" and what specific card is it, please?

Thanks for the reply and apologies for the double post as I could not find this one at first!

 

I have removed the card a Radeon HD5450 which I only put in for its HD capabilities.  I uninstalled all relevant software including ATI's Catalyst conrtrol Centre.  I've just been through "processes" in msconfig and found an AMD entry which I disabled and speed has gone up to just over 6mbps.  I checked "processes" in msconfig with my laptop and there seems to be nothing different other than a few programs which I have on the desktop such as TomTom Home and Samsung mobile which are not shown as running.

 

At a loss to think of anything that could make sucha huge difference.

Please download MiniToolBox  , save it to your desktop and run it.

 

Checkmark the following checkboxes:

  List last 10 Event Viewer log

  List Installed Programs

  List Users, Partitions and Memory size.

 

Click Go and paste the content into your next post.

Go to Services.  Control panel> Administrative Tools> Services.

 

Scroll down to Remote Procedure Call (RPC) and right click on it.  Click on Start.

 

Scroll down to Security Accounts Manager Service and right click on it.  Click on Start.

Thanks Louis and Arachibutyrophobia.

 

Both RPC and Security accounts are already started.

 

Have tried three browsers, IE, Firefox and Chrome and in my user account this morning all  are returning about 2mbps.  Switched to my Administrator account and all returned between 8 and 9 mbps.

 

How do you get to save the Services output as you have included it in your post Arachibutyrophobia?  It would be very useful if I could save it as user, administrator and in Safe Mode so that I can compare what is running and what is not.

Use the Snipping Tool to copy an image, you can find this tool in Accessories under All Programs.  To use this have the image you want to copy on the desktop, click on Snipping Tool.  A small white cross (+) will appear on the screen, move this to the lower left corner of the image you want to copy, press and hold the mouse and slowly move it to the right and upwards.  You will see a red rectangle form around the image, when you have the image isolated that you want, release the mouse.  After you have the image you will go to File and click on Save As, Pictures will open with this image, when it opens give it a name then click on Save

 

If you wish to post a picture here you can use two different methods.  Just below the area where you write text in a post there is the Post button, to the right of this is More Reply Options.

When you click on More Relpy Options  you will see Attach Files and Browse, click on Browse, this will open Pictures on your computer, click on the image you made with the Snipping Tool, then click on Attach This File, then Add Reply.

The other way would be to use a host like Photobucket where you can copy a image code.  Because of the new format that BC is using it has been found that the code works better if it is modified.

Many thanks for taking the trouble to post.  I'll certainly use your info in future.

 

However, something has occurred for which I have no explanation.  As I was getting 60+ mbps in Safe Mode and only 2 mbps as user. I decided to create a new user account in my wife's name.  Instant success and over 60 mbps.  So I then went in to my own user account and unbelievably I also got 60+.  I did nothing in between so have no idea how this could have happened.  If anyone can enlighten me for future reference I would be much obliged.

A user account can become corrupted, so I can see where this could happen.  I'll look into this further when I have time this evening, but I suspect you can create a new user account for yourself and give it administrator privileges and then delete the other account.

Thanks again for the reply.  Unfortunately the situation has changed again and is now ridiculous.  Yesterday, my wife logged on to the main account first, let's call it "S".  Later I did a Speedtest and it was 2mbps.  So I switched user to the new "J" account.  63mbps.  Switched back to "S", 30mbps.  Was then out all day and late last night checked again.  Same result except that after the switch "S" returned 50mbps.

 

Checked again this morning.  "S" 2mbps.  "J" 62mbps.  Administrator 2mbps!!!  First time it has not been 60+.  Back to "S" and 62mbps!!!!

 

How on earth is this happening?  I am not opening or closing any programs between switching users so cannot understand why there should be such huge differences caused by switching out and back between users.  Presumably all applications and processes are the same before and after the switch. 

 

Any mor suggestions would be most helpful.
