Can not download any software to try to fix computer desktop

My daughter complained that the speaker quit working, then I noticed the IE8 would not load and now I am getting LSP install error #10.

 

I ran Malware and it found no errors,  Then tried system restore in safe mode and it fails.  I went in through cammand prompt to try to do system restore that way and it still would not do a restore.  Please help

This is my home computer.  I do have a laptop and I can download to usb drive, but not sure how to get it to work on infected machine.

OK I was able to run rkill and it looks like it found some stuff.  How do I copy and paste it for your review?
