dependency group failed to start

After removing a tracur trojan with microsoft security essentials, I now get partial connection to the internet due to "The dependency service or group failed to start" listed under my network and sharing center. I did some researching and found it it is because of the Diagnostic Policy Service. When I go the the services.msc to try and activate the Diagnostic Policy Service, I get an error that says "Windows could not start the Diagnostics Policy Service on Local Computer. Error 5: Access is denied." How can I fix this and get my normal internet back?
