Infected with a virus "Your computer has been locked"

Hey guys, so I have been infected with a virus. Lately, anytime I run Malwarebytes it always finds a rootkit regardless whether I use the PC or not. No matter when I run it, it always has a rootkit. Yesterday it got fully infected with the "Your computer has been locked". When I turn the PC on it says "please connect to internet" then after a few minutes the "your computer has been locked" screen comes up, demanding I pay to unlock the PC. I believe I had this virus before and you guys helped me get rid of it. I just don't want to go reread those posts because this might contain something else as well. Thank you for your time.  I hope you guys can help me out again. Thanks

Can you try booting into safemode with command prompt?

 

Press F8 on bootup and you will find the option.

It won't finish loading when I try going into safe mode. I click f8 it gives me the option but when it starts loading it doesn't finish.

You need either a DVD or flash drive.Please follow the instructions.After scan finishes,restart the PC and see if that helps.If you can boot into normal mode we can use other scans to make sure system is clean.

Hi, when I try to browse the .iso file in step 2 for the USB it tells me the file is not available. I tried downloading to a few different places but I get the same response. I don't know what to do. Thanks.

You need  follow till step 3.After finishing windows unlock step try to reboot into normal mode and let me know

I can't get past step 2 (2.2 How to record the image to a removable USB device). It does not find the needed file when I browse for it.

Where did you save the iso file?

Once on the desktop, once in a specific folder, once in the USB itself and once in the downloads folder. None of which had it
