Thinking of getting the GTA trilogy for PC (Vice City, San Andreas, 3).

Are these suckers DRM-Steam-WindowsLIve-whatever free so I can install and play them on an offline PC?

Also, do they come with their own modding/editing software or will I have to go online for that?

Vice City is (as I recall) unencumbered. Later GTA titles come with SecuROM DRM which requires online activation (but not always-connected during gameplay.)

I don't know what sorts of modding tools, if any are shipped with the game, though.
