I'm no tech, I'll start with the end result then start at the beginning.

I'm at a stopping point.  Downloaded Kernrate ran it in cmd as admin(only way I could get it to)

After hitting CTRL+C it flash and crash.  But managed to hit PRTSC in time after a few attempts and paste it in paint.

The 20 seconds I waited intelppm had 20,000 hits. 94% of CPU usage

So... What now?

Ok the beginning...

specs

OS: Vista Home Premium SP2 (build 6002)

CPU: 2.40 gig intel core 2 quad Q6600

HD: Baracuda 7200.12    1TB

Ram: 4 x 1 gig modules DDR2

Mobo: Intel DG965OT DDR2 Mobo, came with gateway case

Graphics: EVGA 660 GTX (RMA card no problems in other computers)

PSU: Corsair 800GS

Firstly I cannot Format because my disc got trashed in a move.

Things I've run preemptively before post

Avast (running then in boot) found 10 minor things in temp, moved to chest

Malwarebytes

Windows Defrag

Check Disk

Fans all running

New thermal paste, plan to get a new mobo soon to OC, wanted the experience(this is after problem started)

No ram is failing.  Voltages are all within 0.2s all good

Tried Black Vipers "Safe" and now on "Tweaked"

Speedfan, Temps fine, spikes alover

Then moved onto Kernrate (red in task manager is way over 2 blocks)

So back to the top question.  I've browsed the internet on intelppm and I'm seeing mixed feelings on it.

What do I do from here.  I don't want to do anything damaging and working on lack of sleep.

Ok I turned all services back on then restarted. At which point my computer gave me a prompt for....

USB mass storage device, Safely Remove Hardware.

There is no mass storage connected. A long time ago I had a USB net gear Internet connection.

That's the only thing I can think of. I have restarted a handful of times. Sometimes I can "Stop" the invisible USB mass storage and this greatly reduces my cpu spikes.

Uninstall does nothing and every restart it reappears. How do I get rid of this?

Well today I turned it on and got no prompt for safe remove.

The spikes are even worse.

Gotta be some Digital Jedi (who doesn't love Die Hard movies) out there that knows wtf my newbie problem is.

It may seem insignificant to you.

I'll grovel.

Prease fix it = (

i would uninstall Adobe Air and all facets of League of Legends...and see if the CPU continues to spike.

If not...I would then reinstall one but not the other.

If still no spike...then reinstall the other.

Check CPU usage after each install, giving yourself time enough to say for certain that there are no spikes or obvious problems.

Uninstall Tuneup Utilities 2013...and keep it off your system.

Run the chkdsk /r command after all these things are done.

Start/Run...type chkdsk /r and hit Enter.  Type Y in new screen and hit Enter.  Reboot...the command will execute before booting into Windows.

not seeing air in programs list.

I've tried removing tune up utilities it slipped in on benchmarks install back when my Gcard was failing.  EVGA gave me the link.  How bad is tune up?

I've had it disabled in services thought that would help.

Still getting spikes after uninstalls.

Chkdsk /r had to be opened with admin but it did not allow entry of anything and just ran itself.

Rebooting now.

noticed a big change, computer sped up.  Though no games are opening.

Re-installing one and testing it out.
