Missing or Corrupted IFSHLP.SYS and VMM32.VXD

My computer will not boot up - even in safe mode. I get the following error:

The following file is missing or corrupted: C:\Windows\ifshlp.sys


The following file is missing or corrupted: C:\Windows\system\vm32.vxd

Type the name of the windows loader (e.g., c:\windows\system\vmm32.vxd)



I do not have a Vista install disk. I've searched the internet and found that this is a common problem for Windows ME, but I have not been able to find anything about this error on Vista. Can someone advise me on how to solve the problem?
