Looking for Per-Application sound device control.

How can I assign audtio devices per-application in Windows 7?
I'm not looking to change the default audio, I am looking for a way to change per application what sound system they run on.

I want my Vent/TS/Skype/Mumble on my headset
My game on my speakers
Netflix on the TV(through HDMI)
And music on a 2nd set of speakers

While Vent/TS/Mumble/Skype allow in application device control other programs do not, how can I get this functionallity in all programs?
