Welcome to BC, Power.
The "technical forums" are divided into:
Operating Systems---post your problem here if it PRIMARILY involves a windows operating system problem.There are different syb forums for different versions of your operating system.
Software and Hardware---post your problem in one of the forums if your problems seem to be hardware-related (like a monitor problem), or confined to one application (like MS Office, or your defragmentation program).
Internet and Networking---post here if you are having problems with, for example Internet Explorer or your E-mail client.
Security---if your problem involves your anti-virus application, or anti-spyware application, or you seem to have malware making your computer do strange things, post in the Protection methods sub-forum, or for a more general malware problem, in the Am I Infected forum.

Make the best educated guess that you can, given what you know or what is happening; do not worry if it is in the "wrong" place, since moderators will usually move it to a "better" forum where it will get the attention it deserves. When a fellow member has expertise or experience with your problem, you will find a reply.
