Windows 8 -- Apps Not Connecting to Internet

We have a new Windows 8 Computer with a new problem.  The apps on the start tiles tell us that they cannot connect to the internet -- no mail, no Windows store, no skydrive.  I have tried running the Microsoft app troubleshooter and even refreshed my PC (big mistake) with no success.  Help please!

As a follow up to this post, I downloaded Fiddler 4 and that fixed the problem on most of my apps.  But not all -- my ESPN app still will not connect to the internet.  And, more annoyingly, the exceptions only work when Fiddler is open -- if I close it, my apps again say they can't connect to the internet.
