Safe Mode Restored defaults fix

I was in safe mode trying to reboot my drivers because 2 usb ports are broken. I have come to accept its probably internally damaged, but now the operating system outside of safe mode is ...how to say old school. programs operate slow, internet has problems accessing sites, as well the toolbar looks like its from the 90s. I think it may be a service pack that was unistalled during the reboot, but im a noob and not to sure if it is or how to fix.
