Error Loading Operating System

I am having this problem also when i click F9 it brings me to a screen that says 


Insert your windows installation disc and restart your computer 


Choose your Language settings and then click "next"


Click "repair your computer"


File: \boot\memtest.exe


Status:  0xc000000f


Info:  The selected entry could not be loaded because the application is missing or corrupt.


My computer didn't come with the disks to repair it and i dont know how to fix it please help
