FBI- ransom virus-Won't let me start in safe mode

And I still get the same FBI warning screen with the internet disconnected. I just get a dialog box that tells me to connect to the internet. My OS is XP-PRO SP-3 & I would have tried every fix I have been able to find online but the virus won't let me do anything including start up in safe mode, safe mode with network or safe mode commend prompt. I do have another XP-PRO OS on another partition on the same PC (& same physical hard drive) that does run properly. I have run Avast, Malwarebytes & Superantispyware on the infected drive (from this other OS) to no avail. Any help will be greatly appreciated.
