Email being bounced and cannot ping any websites.

When I ping any website in cmd I get request timed out. I can still browse the internet without any problems.

The error message from MAILER-DAEMON I am getting on the bounced emails is

which looks like a spam block to me.

 

However not all email is being bounced. I was able to send test emails to some places and they received it just fine.
 

I am using Windows XP and sending through Outlook.

Not all sites respond to pings.  If one doesn't work you have to try others.  You probably did.  Google usually works - maintenance outage on that URL?  The same applies to email if the recipient mail server is frequently inaccessible.  Depends where it is in the world.  It also depends if you have been blacklisted by the recipient or, as you noted, the server sees your stuff as spam.  If you google "bigfish.com" you will see that others have problems sending to that server.

No site I try responds to ping. Not google.com, not yahoo.com, not BBC.co.uk or anything else I try.

 

Some emails are still getting blocked but there errors have been more descriptive. They say that they require a PTR record which is a 554 error. So I asked the person who handles our ISP to set one up. Not sure how long that will take before it is valid. It has been more than a day so far.
