strange IP rom Saudi Arabia

I run a program called Peerblock and some computer from Saudi Arabi been trying to attempt a connection to my pc for the last 3 days in 30 second intervals. I found out about it when I connected to the Paltalk network and added ip's to peerblock that were direct connecting that weren't supposed to be. I used Network Traffic View from nirsoft.net. 


Changing my ip is not an option because I already tried. AT&T U-Verse internet is my provider. They say it's dynamic but I had the same IP since I began using their service. Their answer is the dhcp server will assign a new ip at some point. They claim they cannot control that.


As far as computer behavior, I have scanned with malwarebytes antimalware but nothing found. Net speed stays the same. I still think its suspicious for 3 days the same ip trying to connect in 30 second intervals. I do not wanna stay on peerblock 24/7.
