Windows explorer restarting pop up virus?? help!

My laptop wouldn't connect to my WiFi. Shortly after it kept popping up a Windows explorer has stopped window, followed by a Windows explorer is restarting window. It just keeps cycling these Windows. It will not even allow me to pull up the start menu.
I have attempted to restart the computer in safe mode, but the same thing happens and I still cannot connect to WiFi. Do I have some sort of virus or is something wrong with the computer itself?? Please help!

Reboot the PC and boot into safemode with command prompt

Any changes?

If I'm not wrong you should see the command screen if explorer is restarting
