MSE will not start

Microsoft Securty Essentials will not start. It then gives "Antimalware Service Executable has encountered a problem and needs to close." Malwarebytes did not show anything. Am I infected?

This is a new XP SP3 install.

There is a new or continued development. When I attempted to restart I received "userinit.exe failed to initialize". It goes to the screen but no icons or visable. I tried it on both users with admin but had the same result. Safe mode produced the same result. Ctrl+Alt+Del does bring up the task manager.
