Win7 x64 com ports wont open

Running Windows 7 x64, Desktop is an HP, it has a physical serial port I use for consoling into devices. I also have several USB adapters. For some reason any app I use, teraterm, putty etc.. shows that it cant open any ports. I have removed the com devices in the device manager, tried new devices. Reset the bios, something has the ports on lock down. Any ideas how to troubleshoot this?
