horizontal "refresh lines" when outputing hdmi

when ever I use my tv or anyone elses for that matter as an external display device threw hdmi i see horizontal lines across the screen, the kind you see if you use a lower refresh rate. when i output to a tv i use 1920x1080 60hz(or the correct resolution) but no matter what i do i can't rid of THE LINES! they don't show all the time only when the camera pans quickly or something...really just when the camera isn't stationary. if i set the mode to extend display i dont see the lines on my laptop screen but only on the tv, however i see them on both if i duplicate as expected. this also isn't an issue only on my computer either. it happens on mine and a friend of mines and on all tv's we connect them to(not computer monitors). i said every tv but i meant every tv except my uncles, which is a sharp aquous. he happens to own the same laptop as me and doesnt have issues on the tv with his either. I havent tried to use vga output but i don't want to run another cable for sound anyway. any insight is greatly appreciated and i hope you can help me figure this out.
