STOP 135 Error

Hello Guys, I'm New here, I have the same problem, which started after I downloaded XP SP2 which did not install properly. I have gotten as far as the BSoD. My Error Code
"Stop: C0000135 {unable to locate component}"
"This application failed to start because winsrv was not found. Re-installing the application may fix the problem."

I checked MS Support and it said I may have some TV program on my Laptop that I may be unaware of. Kindly help me fix this
