Troubleshoot, unable to install downloads

I am unable to run programs once they have been downloaded. Once the programs are installed they seem to work just fine. I can download the programs just fine as well, but here are the symptoms I've noticed.

Every time I download a file regardless of the browser I am using, it automatically cancels. I can then force the download but once it is complete I am unable to actually open the file. From the downloads folder I can click open on the new download but I am told: These files can't be opened" "Your Internet security settings prevented one or more files from being opened." I get this problem regardless of whether I try to open the file as an admin.

Windows troubleshooting gives me this solution:

Why can't I open or copy files from the web?

It's probably because the site that the file comes from has been identified by Windows as potentially dangerous. Windows uses security zones to determine whether or not a site is trusted.


I have tried adding the actual websites I am downloading files from to the trusted sites list, however, this solution worked for a while and no longer does.

As an odd side note, I am able to download anything sent to me over a p2p connection, even programs like skype, it's anything I try to download via a web browser that gives me problems.

We can start with a few basic checks .........
Can you please list your Antivirus program(s), any active Antimalware program(s) and your Firewall(s)

Download Security Check by Screen317 from HERE or HERE, and save it to your Desktop.
* Double-click SecurityCheck.exe
* Follow the onscreen instructions inside of the black box.
* A Notepad document should open automatically called checkup.txt; please post the contents of that document.
Note: If a security program requests permission to access the Internet, allow it to do so.

According to the report, you seem to not have any Antivirus program installed, and Malwarebytes Anti-Malware has been Version 1.70 for a while

We need to have another look if we can -
Please download MiniToolBox, Save it to your desktop and run it.

Checkmark the following boxes:

•Flush DNS
•Report IE Proxy Settings
•Reset IE Proxy Settings
•Report FF Proxy Settings
•Reset FF Proxy Settings
•List content of Hosts
•List IP configuration
•List last 10 Event Viewer log
•List Installed Programs
List devices >>(Problem only)<<
•List Users, Partitions and Memory size.
•List Minidump Files

Click Go and copy / paste the result (Result.txt) in your next reply -

Note: When using "Reset FF Proxy Settings" option Firefox should be closed.

Yeah, I have a bad habit of only running virus scans when I notice a problem and aside from this issue I haven't had any problems in the last year (I've been working around this for a while).

Currently waiting for a friend to get on and download minitoolbox and send it to me via skype, will post results when that finishes.

I eventually got back in Safe mode with Networking to post these basics - There is more to do, but start on these A.S.A.P. -

The value "MAJOR_VERSION.MINOR_VERSION.BUILD_NUMBER_MAJOR.BUILD_NUMBER_MINOR" of attribute "version" in element "assemblyIdentity" is invalid.
You need to Uninstall and Reinstall Adobe Air -
Follow the directions HERE for a description and a solution.
NOTE - Adobe Air 1.5.3.9120 >> Released: 09 Dec 2009 - Current is Adobe Air 3.5.0.1060 > > Released: 09 Jan 2013

Go - Start > Programs > Accessories > Find Command Prompt > Right click on it and select Run As Admin ..... > Type sfc /scannow and press Enter - Note the space between c and / it must be there - This will run for 10 to 15 minutes (on average)

You have Microsoft Security Essentials (Version: 4.1.522.0) and McAfee Security Scan Plus (Version: 2.0.181.2) both installed - One must be removed (I would remove the McAfee) and the other must be set as your Active Antivirus - Ask me how to set up MSE daily scans and I will tell you -
Uninstall McAfee Security Scan Plus -
Windows Vista / 7
1.Click Start and select Control Panel.
2.Double-click Programs and Features.
3.Select McAfee Security Scan Plus.
4.Click Uninstall and follow the steps provided.

Okay, running the system scan currently... waiting for a friend to skype another copy of adobe air, uninstalled old copy... waiting for same friend to send me a copy of fixit that I can use as well.

McAfee uninstalled, how do I set MSE to be the default and how do I set up daily scans?

Any additional instructions I need to follow once this had all been completed?

Also also, I already have MSE setup for weekly scans so I guess that's not a problem but is there anything in particular that I need to do after removing McAfee to make it my active antivirus program?

Hi -
Open MSE > Click on Settings > Tick Run a Scheduled Scan on my PC > Scan Type (dropdown box) select Quick Scan > Below that = When > Select Daily > Below that Select a time to suit you (I have 3PM) > Tick the Top and Bottom boxes > Select 50% in the bottom dropdown box (typical) > Click Save Changes
Now on the same page select > Default Actions and make sure all Dropdown boxes are set to Recommended Action then tick the bottom box, and click Save Changes > Next select Real-time Protection > Make sure it is ticked
Under Advanced I have all boxes ticked but you can leave the second one unticked if you wish

I have Remove Quarantined Files set to 1 month just to be sure I can recheck later if I wish to inform a Malware Removal forum of any problem - Make sure Save Changes has been ticked after each alteration is made -

The program is now set to be Active at all times and do a deeper Quick scan every day -
You can always open the program at any time and select a Manual Upadte and also a Manual Scan at any time -

If you have an icon in the bottom tray, it will turn Orange if you have not scanned or updated for a few days -

do you need my repair log from scannow

Were many items altered or recovered in the scan ?
If not No - If there were several items altered or recovered in the scan then Yes please -

Any additional instructions I need to follow once this had all been completed?

I could go on, but the log is over 500 pages long and I'm not sure what any of this means lol. In any case, computer is running more smoothly (thanks for that) but I still cannot download files through any of my web browsers.

Hi -
First -
Please download Farbar Service Scanner and run it on the computer with the issue.
Make sure the following options are checked:
  • Internet Services
  • Windows Firewall
  • System Restore
  • Security Center
  • Windows Update
Press "Scan".
It will create a log (FSS.txt) in the same directory the tool is run.
Please copy and paste the log to your reply.
This may find any more severe problem devices -

Next -
Can you run Full Scans with Updated versions of Malwarebytes and SUPERAntiSpyware as you have them both installed.
Post both logs back here when finished -

Launch them ,click YES if you get UAC prompt
Restart the PC when finished .

Download
Windows Repair Tool
Note the Download is at the Top Middle of the page with the arrow moving down - The other big green DOWNLOAD is in no way related -
You can watch the 3 minute video if you like first to know which area you are using -

Extract and launch the Repair_Windows.exe file
Click on Start repairs tab - Click on Start
Check mark following options alone

Reset registry permissions
Reset file permissions
Repair WMI
Repair Windows Firewall.
Remove Policies Set By Infections
Repair Winsock & DNS Cache
Repair hosts


Checkmark Restart System When Finished option
Click the Start button and System should restart after repair

Post a new Farbar Service Scanner log as above, when finished -
