FBI has locked computer

right after boot up a screen pops up saying FBI has locked pc and i need to purchase a green dot prepaid card and pay $350 to unlock computer. Can't do anything except ctrl-alt-del or use power button to shut off.

Hello,
First of all, please disconnect your computer from the internet (either power off your router or unplug the LAN cable). After doing this, restart the computer and see if it still loads the ransom screen.
