Google will not load for certain users

I have a few users for whom google.ca will not load. Everything else seems to load fine. We use roaming profiles so the problem follows the user to each computer. Our machines run W7 and we use the latest IE as our browser.
I've tried the Microsoft Fixit for IE with some success in the past but the user needs to be a local admin which is not at all desirable. Any advice would be appreciated.
