Wish to always open folder files in Tiles

I have XP SP3 and many times some of the files in my folders open in Filmstrip. The folders each contain Word & .jpg documents. I change the View selection to Tiles but it doesn't hold. The issue is random. Sometimes it happens in Folder A but not Folder B, as well as any of the other folders
--- The folders are in my Genealogical file and are created in Family folders so family A has its own folders, family B etc
Any ideas & recommendations on how to ensure they always open in Tiles will be greatly appreciated

When you go to Tools .. Folder Options ... View ... are you clicking 'Apply to All Folders' at the top?
