Desktop programs not running

Yesterday all my programs stopped working. I can't run malwarebytes, webroot, or anything. I can run Internet Explorer from the Win8 screen but nothing else. I have tried system restore but that didn't help.

It seems that I can run some 64-bit apps but not any 32-bit ones.
