Languages issue

I am a non Turkish speaking person living in Turkey and just bought a second hand computer. It already had windows 8 on it in English (the seller was also a foreigner) but for some reason every now and then some certain messages or software come up in Turkish. For example right now I am trying to download the acer update software but the install screens are all in Turkish.

I've changed the "override for windows display" language to English, location to the UK, everything I can find into English... but still getting Turkish for certain things.

Any ideas?

...could changing your DNS server help? I don't know but I would try if I had your situation.
Also write down the existing numbers before you switch. Here's a link with a good secure

They are probably geotargeting your ip or your reverse DNS on the ipaddress and automatically showing the language associated with it. Unfortunately, there is not much you can do regarding this.
