I have this weird problem. Someone who recently downloaded something onto my other desktop is forcing my computer to fill out a survey. It has blocked all the applications and task manager. It gives me three warnings to fill out the survey or it is going to make my desktop "unusable." Help please? D:

I also am not able to use task manager, access the start menu or anything
