DOJ and FBI moneypak cant boot safe

I am running an e machine T5048-A with windows XP sp3.
Got the Dept of Justice popup on Dec 25.
Was able to boot safe with networking, update and run MBAM which removed 15 items. Did not save log.
Updated Avira and ran a full scan and removed 11 items. Did not save log.
All well till Dec 27. Now showing the FBI MoneyPak popup.
Can't boot in any safe mode.

I was able to start a text document and then was able to get to regedit and delete part of the virus.
Then was able to start-up in safe mode. Tried the Kaspersky Rescue Disk 10 but it seemed to be ineffective. Stopped after 30 seconds.
Downloaded, updated and ran Emisoft, HitmanPro, MBAM, and then Housecall from Trend Micro.

Seems to be OK. Have logged on and off a dozen times and no pop-ups.
I'll start a new thread if it comes back.
