I was wondering if I could upgrade the D620 to: 2Ghz+ Processor, 2GB+ RAM and 256MB+ Graphics Card. If not, is there a low priced laptop I could buy with these specs? I only want to use it for a golf swing analyzer program.

Your pretty much limited to the ram upgrade, your best bet is to buy a new laptop rather then spending money on old technology.
