XP SP3 question

This is a statement from the pinned thread about Windows XP SP3,

"The computer must be running Windows XP with Service Pack 1 installed. Microsoft recommends that you have Service Pack 2 installed before installing SP3."

So are they saying to install both SP1 and SP2??

Installing SP2 will also install SP1. You don't need to install SP1 then SP2, just install SP2.
