Windows 7 post virus Policy issues

Removed an unknown Virus via Avast from a Windows 7 (Home Premium SP1) Note: Computer -> Properties does not open)

The system is a Desktop HP PC w/i7CPU 8GB Ram.

MSCONFIG works (set to: Normal Start up)
MSINFO32 works
REGEDIT works but most Control Panel Items DO NOT:

List of CP items that do not open (No errors):

Additional notes on reboot the desktop Icons are intermittent on displaying or not.
It also appears the there maybe a virtual screen off to the right - but there has never been a
second physical screen and as previously stated, none of the display panel items open.

I was hoping that there is a "Dial-a-fix" equivalent for Win7 to reset policies to mfr default.
Additionally ESET on-line scanner and malwarebytes have given the computer a clean bill of health

I have a second (laptop this time) with almost the same issues, but additionally only the Ethernet (wired)
port work with static addressing. WiFi adapter (taskbar) is gone.

Close this case - the client had DVI & HDMI cables run between PC & Monitor - the virtual screen was the problem - could never get to display properties because they were opening in other (unseen) screen. Did Remote Desktop that showed me two active screens. Killed one - all solved...

Makes me feel real stupid...
