Info on Easily Editable Multimedia Format Needed

I am looking for information on formats and programs that will allow audio or A/V presentations/movies/etc. to be easily edited by a number of different people across platforms. This will be used to enrich Wikimedia articles with multimedia materials. Since editors use different OSes and computer types, it is important that the program be available for most platforms and, ideally, cheap or free.

1) Cross-platform availability
2) Easy to edit material created by someone else
3) Easy to edit a multimedia stream or just an audio stream
4) Inexpensive or free
