I have Norton 360 installed and programs on computer not working?

Two days ago it started with an alert I had that I had viruses on my computer. I download Norton 360 and it scanned through the computer, detected and said the problems were resolved. Ever since then my computer has gotten slower when putting the internet on and would crash at almost every other page. When trying to put programs that were already on the computer, it just pops up “Choose a program that you want to use to open this file:” and I’d look through what I could open hoping it’d have the same program, but it wouldn’t and if so it still wouldn’t come on… Same for when I tried to download something like google chrome again, it won’t let me download. Anyone know much about this and if the issue can be solved or it’s simply a virus taking over the computer? We’re going to get an anti-virus cd soon and for the time being we’re using Norton 360.
I posted this question on another site and was told to ask here, so... Hopefully I can get some help.

My name is Thisisu and I will be helping you with your malware related computer problems.

I do have some basic rules while we are working together so please read and follow them:


  • Be specific!
    • If you come across a problem while performing any of the steps listed here, do not simply state "It did not work." Tell me the exact error you encountered if one was given to you. For example, this is a much better response: "When I ran the ____ tool, an error box appeared on my screen and said 'Illegal operation attempted on a registry key that has been marked for deletion.'. There is only an 'OK' button in the box."
  • Do not run any scans/fixes on your own!
    • If at any time you feel that you can handle the rest of your computer problems on your own without my help, just let me know! I will not be offended as there are other users that need assistance with the computers. However, do not perform scans and/or fixes that I have not asked you to do on your own and then expect me to continue helping you because I will not!
  • I will close the topic if I have not heard a response from you within 72 hours.
    • If you are going to be away, just let me know and I will leave the topic open until you can return.

Please download and run: http://download.bleepingcomputer.com/reg/FixNCR.reg
Allow it to merge into the registry and then let me know if you are able to run programs again.

Let me know which operating system you are using.

Download it from a working PC if you need to.
Then transfer it to the potentially infected PC to run it.
